If a user can’t see any courses in the course catalog at all, they should contact their portal administrators. There could be user profile or course-related issues preventing it.

When a user can’t see a specific course they’re looking for, it’s most likely because they belong to a location in business unit that is not specified on the course Organizations list.

In short, check their profiles to see if they are in an organization allowed to access the course. Depending on the situation, it may be necessary to update the individual’s profiles to make them part of the business units on the course. Or the reverse, update the course to include more business units. 

It’s possible the portal administrators have restricted visibility for a reason.
